In The South Strikes Back, Hodding Carter III describes the birth of the white Citizens’ Council in the Mississippi Delta and its spread throughout the South. Originally published in 1959, this book begins with a brief historical overview and traces the formation of the Council, its treatment of African Americans, and its impact on white communities, concluding with an analysis of the Council’s future in Mississippi. Through economic boycott, social pressure, and political influence, the Citizens’ Council was able to subdue its opponents and dominate the communities in which it operated. Carter considers trends working against the Council—the federal government’s efforts to improve voting rights for African Americans, economic growth within African American communities, and especially the fact that the Citizens’ Council was founded on the defense of segregation's status quo and dedicated to its preservation. As Carter writes in the final chapter, “Defense of the status quo, as history has shown often enough, is an arduous task at best. When, in a democracy such as ours, it involves the repression of a minority, it becomes an impossibility.”

Black Political Mobilization accounts for the political success of black Americans in the South. Minion Morrison returns to Mississippi, the center of much of the political activism of the 1960s, to analyze the remarkable improvement in black electoral participation in the years following passage of the Voting Rights Act of 1965. Mississippi's substantial black population has experienced marked electoral success despite a history of strict racial exclusion. It has re-sorted voters into parties, remapped presidential elections, and helped polarize Congress. Most important, it is the final step in America's democratization. Paths Out of Dixie illuminates this sea change by analyzing the democratization experiences of Georgia, Mississippi, and South Carolina. Robert Mickey argues that Southern states, from the 1890s until the early 1970s, constituted pockets of authoritarian rule trapped within and sustained by a federal democracy. These enclaves--devoted to cheap agricultural labor and white supremacy--were established by conservative Democrats to protect their careers and clients. From the abolition of the whites-only Democratic primary in 1944 until the national party reforms of the early 1970s, enclaves were battered and destroyed by a series of democratization pressures from inside and outside their borders. Drawing on archival research, Mickey traces how Deep South rulers--dissimilar in their internal conflict and political institutions--varied in their responses to these challenges. From FDR to Clinton, charismatic Democratic leaders have promised a New South—a model of social equality and economic opportunity that is always just around the corner. So how did the region become the stronghold of conservative Republicans in thrall to Donald Trump? After a lifetime studying Southern politics, Anthony Badger has come to a provocative conclusion: white liberals failed because they put their faith in policy solutions as an engine for social change and were reluctant to confront directly the explosive racial politics dividing their constituents. After World War II, many Americans believed that if the edifice of racial segregation, white supremacy, and voter disfranchisement could be dismantled across the South, the forces of liberalism would prevail. Hopeful that economic modernization and education would bring about gradual racial change, Southern moderates were rattled when civil rights protest and federal intervention forced their hand. Most were fatalistic in the face of massive resistance. When the end of segregation became inevitable, it was largely driven by activists and mediated by Republican businessmen. Badger follows the senators who refused to sign the Southern Manifesto and rejected Nixon’s Southern Strategy. He considers the dilemmas liberals faced across the South, arguing that their failure cannot be blamed simply on entrenched racism.
