"This book started twelve years ago as a much smaller project which was intended to explore China's peasant burdens and grievances. At that time, I saw no clear signs suggesting that the Chinese countryside was on the eve of a great political and economic transformation. I did not anticipate that this project would take so many years to complete and eventually expand to such a scope. The two major rural reforms in the first decade of the twenty-first century, namely the tax-for-fee reform in 2002-2004 and the abolition of agricultural taxes in 2005-2006, whose effects were reinforced by the ongoing marketization of the rural economy and the rapid deterioration of rural finances, have changed China's rural politics almost beyond recognition. In terms of its economic, political, and social magnitude, this transformation by no means pales in comparison with agricultural decollectivization around the turn of the 1970s"--

This book seeks to unravel the changes in rural governance sparked by state-led programs, evaluate the programs’ implementation, and refine the interpretation of governance theory with new empirical material from rural China. When it comes to rural issues in contemporary China, there is no shortage of national strategies: from “Coordinating Urban–Rural Development” in 2003 to “Rural Revitalization” in 2017, the rejuvenation of the countryside has attracted unprecedented policy interest. At the same time, rural governance has been subject to significant political, social and economic changes. However, comparatively little research has been conducted on the phenomenal reconnection between the state and rural society, and our previous understanding of rural governance is no longer adequate. As a result of the programs, a new model of governance is now emerging in rural China. The programs have accelerated the formation of state-private-farmer partnerships, while also promoting the participation of grassroots society in rural reconstruction. In the initial stage, the state’s role is important to securing non-governmental sectors’ engagement. However, this does not mean that the model guarantees sustainable governance: in terms of land tenure reform, infrastructure investment, and subsidies, the programs merely empower farmers and other stakeholders to engage in rural reconstruction. The success of these reconstruction efforts ultimately depends on a suitable pricing mechanism for public goods provision, as well as the self-organization of grassroots society.

"This book argues that any institution that can efficiently solve the problems of collective action and accountability is able to uphold quality governance in local communities, regardless of their nature and origins. The respective performance of different types of institutions, however, is contingent upon the characteristics of the social environment in which they are embedded. Such social environment characteristics are, in turn, closely shaped by the structural features of the local communities. This book further argues that, among a variety of factors that might have contributed to the structural transformation of rural communities, the most salient is a major phenomenon witnessed in many developing countries: rural-urban migration. More specifically, in local communities with distinct levels of outward migration, community members' contextualized choices between indigenous relation-based and imposed rule-based institutions for local governance issues are likely to unfold in different ways. This generates distinct dynamics of institutional change in these communities with varying communal structures.
