IAU Transactions XXIIIB summarizes the work of the XXIIIrd General Assembly. The addresses given during the Inaugural and Closing Ceremonies are reproduced in Chapters I and III, respectively. The Proceedings of the two sessions of the General Assembly, including the Report of the Finance Committee, will be found in Chapter II. The Report of the Resolutions Committee and the Resolutions approved by the General Assembly are found in Chapter IV. The Accounts for 1994-1996 and other aspects of the administration of the Union are recorded in Chapter V, which constitutes the Report of the Executive Committee and thus provides the permanent record of the activities of the Union in the period 1994-1997. Chapter VI of this volume contains the reports of the Commission meetings in Kyoto, provided by the Commission Presidents. The Statutes, Bye-Laws and Working Rules of the Union as revised at the General Assembly are published in Chapter VII, while an updated version of the Rules for Scientific Meetings is given in Chapter VIII. Finally, Chapter IX contains lists of the countries adhering to the Union and of its approximately 8300 individual members, ordered by geographical location and commission membership as well as alphabetically (with full addresses). The IAU remains one of the few Scientific Unions in which a vigorous body of individual members contributes in a crucial way to the spirit and aims of the Union.

The XXIst General Assembly of the International Astronomical Union was held in Buenos Aires from July 23 to August 1. 1991. The activities of General Assemblies are designed to provide opportunities for scientific exchanges within scientific commission meetings or during informal exchanges and for establishing new personal links between astronomers from different countries and continents, and to review and conduct the administration of the Union. At the Inaugural ceremony on July 23, the Union was honored by the presence of the President of the Republic of Argentina. Dr. Carlos S. Menem, the representatives of the Argentine government, of the city of Buenos Aires and of the National and Local Organizing committees. The excellent scientific programme in Buenoes Aires was organized by the Presidents of the fourty IAU Commissions and coordinated by the IAU General Secretary (1988-1991), Prof. Derek McNally. The local arrangements were taken care of by Dr. Fernando R. Colomb. and his collaborators of the National Organizing Committee and by the Local Organizing Committee under the supervision of its chairman, Dr. Roberto H. Mendez. The present volume, IAU Transactions XXIB. summarizes the work of the XXIst General Assembly. Three years ago the Reports on Astronomy were for the first time published in three separate parts whereby related astronomical topics were collected in one volume and each volume was kept to a size of no more than about 250 pages. The a~m was to facilitate a wider distribution of individual volumes among astronomers and other scientists interested in specific subjects of astronomy. The same system was adopted for the present volume A of the IAU Transactions which covers the activities in astronomical research from January 1976 to December 1978. The Commission Presidents were invited to restrict their reports, to present a selection of the most important developments in the field of astronomy covered by their Commission, and to avoid overlaps with other Commission reports.
