On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000. These numbers are increasing: according to United Nations (UN) estimates, Turkey will be home to one million Syrians by the end of 2013. Syrians have fled to Turkey in search of safety from a horrific conflict, leaving behind loved ones, jobs and property. Syrians from all walks of life - doctors and housewives, civil servants and farmers, the very old and the very young - have poured across the Turkish border. The Turkish people and the government, mainly through the Prime Ministry’s Disaster and Emergency Management Presidency (AFAD), responded generously to the refugees, offering them sanctuary and hospitality. But as the conflict intensifies – with no end in sight – and as the resources of the Turkish government and society are stretched thin, questions arise about the limits of Turkey's hospitality. The continued deterioration of the situation inside Syria is putting enormous pressures on Turkey’s ability to manage the refugee situation within its borders as well as its capacity to ensure the continued flow of humanitarian assistance into Syria. This policy brief is based on a joint Brookings-USAK research trip to the border region by Elizabeth Ferris, Kemal Kirişci, Vittoria Federici, Osman Bahadır Dinçer, Sema Karaca and Elif Özmenek Çarmıklı and interviews conducted in Istanbul, Ankara, Gaziantep, Kilis and Hatay. It also draws from a joint Brookings-USAK seminar held in Ankara on 25 October 2013 which brought together some 45 participants from the Turkish government, civil society, national and international NGOs, international organizations and academic researchers. The authors hope that this policy brief will be helpful to both the Turkish government and civil society organizations and to international actors seeking to aid Syrian refugees and internally displaced persons (IDPs). The impact of the Syrian refugee influx on Turkey is significant and deserves more attention from the international community. Most of all, the authors hope that political solutions are found that will bring an end to the massive displacement of the Syrian people.

After the start of the Syrian Civil War in 2011–12, increasing numbers of civilians sought refuge in neighboring countries. By May 2017, Turkey had received over 3 million refugees — the largest refugee population in the world. Some lived in government-run camps near the Syrian border, but many have moved to cities looking for work and better living conditions. They faced problems of integration, income, welfare, employment, health, education, language, social tension, and discrimination. In order to develop sound policies to solve these interlinked problems, a good understanding of refugee dynamics isnecessary. This book summarizes the most important findings of the Data for Refugees (D4R) Challenge, which was a non-profit project initiated to improve the conditions of the Syrian refugees in Turkey by providing a database for the scientific community to enable research on urgent problems concerning refugees. The database, based on anonymized mobile call detail records (CDRs) of phone calls and SMS messages of one million Turk Telekom customers, indicates the broad activity and mobility patterns of refugees and citizens in Turkey for the year 1 January to 31 December 2017. Over 100 teams from around the globe applied to take part in the challenge, and 61 teams were granted access to the data. This book describes the challenge, and presents selected and revised project reports on the five major themes: unemployment, health, education, social integration, and safety, respectively. These are complemented by additional invited chapters describing related projects from international governmental organizations, technological infrastructure, as well as ethical aspects. The last chapter includes policy recommendations, based on the lessons learned. The book will serve as a guideline for creating innovative data-centered collaborations between industry, academia, government, and non-profit humanitarian agencies to deal with complex problems in refugee scenarios. The pieces collected here are just a sample of the work that was presented at the 2016 Turkish Migration conference. Our meeting, the 4th symposium on Turkish migration, brought together scholars from around the globe to share their research and debate mobility. As in our earlier symposia, we explored demography, sociology, culture and art as they are related to mobility. New this year was an increasing awareness of the “return” of Turks to Turkey from Germany, the challenges faced by Syrian refugees who have settled in Turkey or are passing through the country on their way to Europe as well as issues facing Kurdish minorities, Roma and other minority groups living in or transiting through Turkey. This collection is challenged by two competing poles. One pole is centered in xenophobic nationalism. Around this pole, migrants and refugees are described as criminals, religious fanatics and “moochers" who challenge the working class and the freedoms that come with life in the West. The second pole laments the insecurity that migrants and refugees face. Around this pole, movers are described as victims who lack so much at home. In this example, migrants and refugees are moving because there are no jobs and few prospects for work; civil liberties are proscribed and banned in the face of state imposed limits and there are no opportunities to strike out on a unique path to the future. Complicating both poles is the 24-hour news cycle that denies us the opportunity to understand and analyze. Instead, we are forced to pick one pole or the other. In either case, the outcome dehumanizes the mover, signals their pathos and emphasizes why they are different.
