Their concepts, deeply entangled with ideas of theology, state formation, and human nature, form the bedrock of today's theoretical discourses on international law. This volume maps models of early international legal thought from Machiavelli to Hegel before international law became an academic discipline. This edited volume presents a new, grand and global narrative for international relations (IR) history in the pivotal nineteenth century. Typically considered by IR scholars to be a long century of relative peace after 1815, the contributors offer a reconceptualization of IR in this century, arguing that it is temporally bifurcated, with very different patterns of behavior in the first and second halves. A mid-century discontinuity – a "pivot period" – marks the transition phase in Europe and globally when, in the space of a few years, a shift occurred from a comparatively calm, politically disconnected world under loose British free trade hegemony to one of scrambles for territory and keen interest in imperial possessions and conquest. All the book’s chapters deal with characterizing patterns of relations in the first half of the century or the second, with two addressing the discontinuity in the middle. In the first half aspects of regional orders are described (in Latin America, East Asia and Europe) alongside crucial developmental processes (missionaries and colonial expansion, the agency of regionally localized actors, of leading elites). In the second half, there is again discussion of regional developments (East Asia, Europe), but now under the onslaught and pressures of the latter half of the century, and spotlighting industrialization’s impact and the role of status competition and international law. In presenting this new narrative for the nineteenth century, it becomes clear that an era long considered uninteresting on Eurocentric grounds is in fact crucial and pivotal in global terms. This work will be of particular interest to students and scholars of the history of international relations.

The forgotten history of the liberal radicals, socialist internationalists, feminists, and Christians who envisioned free trade as the necessary prerequisite for anti-imperialism and peace Today, free trade is often associated with right-wing free marketeers. In Pax Economica, historian Marc-William Palen shows that free trade and globalisation in fact have roots in nineteenth-century left-wing politics. In this counterhistory of an idea, Palen explores how, beginning in the 1840s, left-wing globalists became the leaders of the peace and anti-imperialist movements of their age. By the early twentieth century, an unlikely alliance of liberal radicals, socialist internationalists, feminists, and Christians envisioned free trade as essential for a prosperous and peaceful world order. Of course, this vision was at odds with the era’s strong predilections for nationalism, protectionism, geopolitical conflict, and colonial expansion. Palen reveals how, for some of its most radical left-wing adherents, free trade represented a hard-nosed critique of imperialism, militarism, and war. Palen shows that the anti-imperial component of free trade was a phenomenon that came to encompass the political left wing within the British, American, Spanish, German, Dutch, Belgian, Italian, Russian, French, and Japanese empires. The left-wing vision of a “pax economica” evolved to include supranational regulation to maintain a peaceful free-trading system—which paved the way for a more liberal economic order after World War II and such institutions as the United Nations, the European Union, and the World Trade Organization. Palen’s findings upend how we think about globalisation, free trade, anti-imperialism, and peace. Rediscovering the left-wing history of globalism offers timely lessons for our own era of economic nationalism and geopolitical conflict.
