Forest management has evolved from a mercantilist view to a multi-functional one that integrates economic, social, and ecological aspects. However, the issue of sustainability is not yet resolved. Quantitative Techniques in Participatory Forest Management brings together global research in three areas of application: inventory of the forest variables that determine the main environmental indices, description and design of new environmental indices, and the application of sustainability indices for regional implementations. The book outlines a public participatory process to assess sustainability in forest management. It explores a new approach that links human and natural systems, reconsiders our interdependence with the diversity of life, and recognizes our role in a unique and complex system. The book also identifies quantitative indices that provide a vast amount of information on soil, landscape, and ecological functioning. It highlights the importance of these indices for public information programs on participatory processes and provides an operating procedure to identify the degree of convergence in the utility of multiple evaluators. From time immemorial, firewood has been a very important source of energy for mankind. Later in history, wood for energy decreased its importance because of other more convenient and cheaper sources, mainly fossil fuels. Today, focus is again on use of forests as a producer of energy with main drivers being climate change, shortage and increasing prices of fossil fuel sources, and safety in energy supplies. However, intensive use of forest biomass is qu- tioned since fundamental ecological processes may be influenced negatively thus making up a trade-off with the benefits of using an otherwise sustainable source of energy. Forests represent a remnant wilderness of high recreational value in the densely populated industrial societies, a threatened natural resource in some regions of the world and a renewable reservoir of essential raw materials for the wood processing industry. In June 1992 the United Nations Conference on the Environment and Development (UNCED) in Rio de Janeiro initiated a world-wide process of negotiation with the aim of ensuring sustainable management, conservation and development of forest resources. Although there seems to be unanimous support for sustainable development from all quarters, there is no generally accepted set of indicators which allows comparisons to be made between a given situation and a desirable one. In a recent summary paper prepared by the FAO Forestry and Planning Division, Ljungman et al. (1999) find that forest resources continue to diminish, while being called upon to produce a greater range of goods and services and that calls for sustainable forest management will simply go unheeded if the legal, policy and administrative environment do not effectively control undesirable practices. Does the concept of sustainable forest management represent not much more than a magic formula for achieving consensus, a vague idea which makes it difficult to match action to rhetoric? The concept of sustainable forest management is likely to remain an imprecise one, but we can contribute to avoiding management practices that are clearly unsustainable.
