Recent decades have been marked by the decline or collapse of one fishery after another around the world, from swordfish in the North Atlantic to orange roughy in the South Pacific. While the effects of a collapse on local economies and fishing-dependent communities have generated much discussion, little attention has been paid to its impacts on the overall health of the ocean's ecosystems. The ecosystem approach to inland fisheries management (EAIFM) requires the consideration of inland fisheries beyond the confines of the fisheries sector. Inland fisheries can be invisible in some fora and processes that can have major positive or negative impacts upon them. An ecosystem approach implies that inland fisheries should be considered beyond their subsector boundaries. Activities in other domains, such as land and water use, have major impacts on inland fisheries through, for example, habitat degradation and loss. Mainstreaming the values and needs of inland fisheries into these areas is required if their sustainability is to be achieved. Over the last two decades, the scientific and popular media have been bombarded by gloom and doom stories of the future of fisheries, the status of fish stocks, and the impact of fishing on marine ecosystems. Dozens of certification and labeling schemes have emerged to advise consumers on what seafood is sustainable. In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. This book will explore very different perspectives on sustainability, and bring together the data from a large number of studies to show where fish stocks are increasing, where they are declining, the consequences of alternative fisheries management regimes, and what is known about a range of fisheries issues such as the impacts of trawling on marine ecosystems. Fisheries for highly migratory species are important in all oceans and semi-enclosed seas, except for polar regions. Fisheries for straddling fish stocks are much more localised, primarily occurring in a few regions where continental shelves extend beyond the 200 miles Exclusive Economic Zone (EEZ), while most fisheries for other high seas fishery resources are deep-water fisheries. This publication examines issues relating to the stocks of these resources, including information on their state of exploitation. Findings include that about 30 percent of the stocks of highly migratory tuna and tuna-like species, more than half of highly migratory oceanic sharks and nearly two-thirds of the straddling stocks and the stocks of other high seas fishery resources are overexploited or depleted. Although the stocks concerned represent only a small fraction of the world fishery resources, they are key indicators of the state of an overwhelming part of the ocean ecosystem which appears to be more overexploited than EEZs.
