In the early 1970s, a new wave of public service announcements urged parents to "help end an American tradition" of child abuse. The message, relayed repeatedly over television and radio, urged abusive parents to seek help. Support groups for parents, including Parents Anonymous, proliferated across the country to deal with the seemingly burgeoning crisis. At the same time, an ever-increasing number of abused children were reported to child welfare agencies, due in part to an expansion of mandatory reporting laws and the creation of reporting hotlines across the nation. Here, Mical Raz examines this history of child abuse policy and charts how it changed since the late 1960s, specifically taking into account the frequency with which agencies removed African American children from their homes and placed them in foster care. Highlighting the rise of Parents Anonymous and connecting their activism to the sexual abuse moral panic that swept the country in the 1980s, Raz argues that these panics and policies—as well as biased viewpoints regarding race, class, and gender—played a powerful role shaping perceptions of child abuse. These perceptions were often directly at odds with the available data and disproportionately targeted poor African American families above others.

Each year, child protective services receive reports of child abuse and neglect involving six million children, and many more go unreported. The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves -- they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. Video of Rodney King being beaten by Los Angeles police officers and reports of the torture of Abner Louima by New York City police capture public attention and raise troubling questions about the limits of legitimate police authority in a democratic society. Are such events aberrations or are they extreme examples of a more general problem that plagues American police departments? Although such questions have been raised by the media, politicians, and police scholars and administrators, this is the first study to present a nationwide portrait of how rank-and-file police officers view these and other critical questions of police abuse of authority. Officers provided information on what types of abuse and attitudes toward abuse are observed in their departments, including the code of silence, whistle blowing, and the extent to which a citizen's race, demeanor, and class affect the way police officers treat them; what strategies (including first-line supervision, community policing, citizen review boards, and training) do police officers consider to be effective means of preventing police abuse of authority; and whether police abuse is a necessary byproduct of efforts to reduce and control crime.
