The story of white flight and the neglect of Black urban neighborhoods has been well told by urban historians in recent decades. Yet much of this scholarship has downplayed Black agency and tended to portray African Americans as victims of structural forces beyond their control. In this history of Cleveland's Black middle class, Todd Michney uncovers the creative ways that members of this nascent community established footholds in areas outside the overcrowded, inner-city neighborhoods to which most African Americans were consigned. In asserting their right to these outer-city spaces, African Americans appealed to city officials, allied with politically progressive whites (notably Jewish activists), and relied upon both Black and white developers and real estate agents to expand these "surrogate suburbs" and maintain their livability until the bona fide suburbs became more accessible. By tracking the trajectories of those who, in spite of racism, were able to succeed, Michney offers a valuable counterweight to histories that have focused on racial conflict and Black poverty and tells the neglected story of the Black middle class in America's cities prior to the 1960s.

John Ogbu has studied minority education from a comparative perspective for over 30 years. The study reported in this book--jointly sponsored by the community and the school district in Shaker Heights, Ohio--focuses on the academic performance of Black American students. Not only do these students perform less well than White students at every social class level, but also less well than immigrant minority students, including Black immigrant students. Furthermore, both middle-class Black students in suburban school districts, as well as poor Black students in inner-city schools are not doing well. Ogbu's analysis draws on data from observations, formal and informal interviews, and statistical and other data. He offers strong empirical evidence to support the cross-class existence of the problem. The book is organized in four parts: *Part I provides a description of the twin problems the study addresses--the gap between Black and White students in school performance and the low academic engagement of Black students; a review of conventional explanations; an alternative perspective; and the framework for the study. *Part II is an analysis of societal and school factors contributing to the problem, including race relations, Pygmalion or internalized White beliefs and expectations, levelling or tracking, the roles of teachers, counselors, and discipline. *Community factors--the focus of this study--are discussed in Part III. These include the educational impact of opportunity structure, collective identity, cultural and language or dialect frame of reference in schooling, peer pressures, and the role of the family. This research focus does not mean exonerating the system and blaming minorities, nor does it mean neglecting school and society factors. Americans think of suburbs as prosperous areas that are relatively free from poverty and unemployment. Yet, today more poor people live in the suburbs than in cities themselves. In Places in Need, social policy expert Scott W. Allard tracks how the number of poor people living in suburbs has more than doubled over the last 25 years, with little attention from either academics or policymakers. Rising suburban poverty has not coincided with a decrease in urban poverty, meaning that solutions for reducing poverty must work in both cities and suburbs. Allard notes that because the suburban social safety net is less-developed than the urban safety net, a better understanding of suburban communities is critical for understanding and alleviating poverty in metropolitan areas. Using census data, administrative data from safety net programs, and interviews with nonprofit leaders in the Chicago, Los Angeles, and Washington, D.C. metropolitan areas, Allard shows that poor suburban households resemble their urban counterparts in terms of labor force participation, family structure, and educational attainment. In the last few decades, suburbs have seen increases in single-parent households, decreases in the number of college graduates, and higher unemployment rates. As a result, suburban demand for safety net assistance has increased. Concerning is evidence suburban social service providers—which serve clients spread out over large geographical areas, and often lack the political and philanthropic support that urban nonprofit organizations can command—do not have sufficient resources to meet the demand. To strengthen local safety nets, Allard argues for expanding funding and eligibility to federal programs such as SNAP and the Earned Income Tax Credit, which have proven effective in urban and suburban communities alike. He also proposes to increase the capabilities of community-based service providers through a mix of new funding and capacity-building efforts. Places in Need demonstrates why researchers, policymakers, and nonprofit leaders should focus more on the shared fate of poor urban and suburban communities. This account of suburban vulnerability amidst persistent urban poverty provides a valuable foundation for developing more effective antipoverty strategies.
