Evaluates the risks to human health and the environment posed by exposure to monochlorobenzene, dichlorobenzenes, trichlorobenzenes, tetrachlorobenzenes, and pentachlorobenzene. These chemicals are produced in huge quantities for use as intermediates in the synthesis of pesticides and in the production of a wide range of consumer and commercial products. A review of data on sources of environmental exposure notes that release to the environment occurs primarily during manufacture and that incineration of chlorobenzenes may lead to the emission of polychlorinated dibenzo-p-dioxins and dibenzofurans. Sections concerned with sources and levels of human exposure conclude that the general population is exposed to the lower chlorinated congeners mainly through inhalation, whereas a greater proportion of the total daily intake of the higher chlorinated compounds is ingested in food; breast-fed babies may receive a higher dose than adults. Particular concern centres on risks of human exposure arising from the ingestion of contaminated fish and from contaminated indoor air linked to use of these compounds as moth repellents and air fresheners.

Chlorobenzenes are a group of cyclic aromatic compounds in which one or more hydrogen atoms of the benzene ring have been replaced by a chlorine atom. They are used mainly as intermediates in the synthesis of pesticides and other chemicals; 1 4-DCB is used in space deodorants and as a moth repellent. The higher chlorinated benzenes (TCBs and 1 2 3 4-TeCB) have been used as components of dielectric fluids. This CICAD on chlorobenzenes other than hexachlorobenzene is an update of the Environmental Health Criteria publication (EHC)128 - Chlorobenzenes other than hexachlorobenzene (1991). Because no significant change to the human health assessment beyond the EHC was considered necessary this CICAD concentrates on environmental aspects. The risk of chlorinated benzenes causing harm to aquatic organisms is considered to be low. Few data are available on the effects of chlorobenzenes on terrestrial systems.

Extremely hazardous substances (EHSs) can be released accidentally as a result of chemical spills, industrial explosions, fires, or accidents involving railroad cars and trucks transporting EHSs. Workers and residents in communities surrounding industrial facilities where EHSs are manufactured, used, or stored and in communities along the nation's railways and highways are potentially at risk of being exposed to airborne EHSs during accidental releases or intentional releases by terrorists. Using the 1993 and 2001 NRC guidelines reports, the National Advisory Committee - consisting of members from the Environmental Protection Agency, the Department of Defense, the Department of Energy, the Department of Transportation, other federal and state governments, the chemical industry, academia, and other organizations form the private sector has developed Acute Exposure Guideline Levels (AEGL) for more than 270 EHSs. In 1998, the EPA and DOD requested that the NRC independently reviewed the AEGLs developed by the NAC. In response to that request, the NRC organized within its Committee on Toxicology the Committee on Acute Exposure Guideline Levels, which prepared this report, Acute Exposure Guideline Levels for Selected Airborne Chemicals: Volume 12. This report explains the scientifically valid conclusions that are based on the data reviewed by NAC and consistent with the NRC guideline reports and provides comments and recommendations for how AEGL could be improved.
