Emmissions of dioxins and furan measured in thirteen tests in the1983 program were lower than the average emissions from the threetests performed in 1982. The variation in emissions betweentests was somewhat larger this year, and the maximum and minimumemissions differed by a factor of 3.7 compared to 2.8 in 1982. The highest emissions of dioxins and furans measured in one testin the 1983 program were comparable to the lowest emissions fromthe 1982 program. These emissions could result in point ofimpingement concentrations which are close to half hour criterionspecified in the Provisional Air Guideline for dioxins andfurans. However, the emissions measured in the remaining twelvetests in 1983 fall well below the guideline criterion. Similarlyto 1982, dioxin and furan precursors - PCBs, chlorobenzenes andchlorophenois - were measured and found in the emissions, therefuse and the electrostatic precipitator ash. From among thethree classes of precursors, PCB compounds were present at thelowest concentrations in all process samples, including therefuse. Dioxins and furans were found in small quantities in therefuse samples. Only trace quantities of all chlorinated speciesof interest were detected in the boiler bottom ash samples.

These chemicals are produced in huge quantities for use as intermediates in the synthesis of pesticides and in the production of a wide range of consumer and commercial products. A review of data on sources of environmental exposure notes that release to the environment occurs primarily during manufacture and that incineration of chlorobenzenes may lead to the emission of polychlorinated dibenzo-p-dioxins and dibenzofurans. Sections concerned with sources and levels of human exposure conclude that the general population is exposed to the lower chlorinated congeners mainly through inhalation, whereas a greater proportion of the total daily intake of the higher chlorinated compounds is ingested in food; breast-fed babies may receive a higher dose than adults. Particular concern centres on risks of human exposure arising from the ingestion of contaminated fish and from contaminated indoor air linked to use of these compounds as moth repellents and air fresheners.

The concept of pollution prevention, or "P2," signifies a new, proactive environmental mindset that targets the causes, rather than the consequences, of polluting activity. While anecdotal evidence suggests that P2 opportunities exist and that many have been pursued, there is also the perception that the pace of P2 is far too slow. To explore that claim -- and to shed light on barriers to P2 innovation -- this paper presents case studies of industrial P2 projects that were in some way unsuccessful. Economic, financial, and accounting analysis is used to assess the rationale for, and soundness of, these corporate decisions. While based on a very limited sample, the evidence contradicts the view that firms suffer from organizational weaknesses that make them unable to appreciate the financial benefits of P2 investments. Instead, the projects foundered because of significant unresolved technical difficulties, marketing challenges, and regulatory barriers. Based on evidence from the cases, the paper concludes with a discussion of environmental policy reforms likely to promote P2 innovation.
