Subnational Data Requirements for Fiscal Decentralization PDF Author: Serdar Yilmaz
Publisher: World Bank Publications
ISBN: 9780821356999
Category : Business & Economics
Languages : en
Pages : 172

Book Description
This publication has been produced as part of a capacity building programme to strengthen the ability of national statistical systems to collect subnational demographic, socio economic and fiscal data. This is important in the design of public policy options, particularly as subnational governments in the transition economies of Central and Eastern Europe become responsible for the delivery of local services. This publication contains case studies from five countries in Central and Eastern Europe that are at different stages of fiscal decentralisation (covering Bulgaria, Romania, the Slovak Republic, Slovenia, and Ukraine).

Decentralization in Client Countries

Decentralization in Client Countries PDF Author:
Publisher: World Bank Publications
ISBN: 0821376365
Category : Business & Economics
Languages : en
Pages : 124

Book Description
'Decentralization in Client Countries' assesses the effectiveness of Bank support for decentralization between fiscal years 1990 and 2007 in 20 countries, seeking to inform the design and implementation of future support. Given the difficulties of measuring the results of decentralization, the evaluation uses intermediate outcome indicators- such as strengthened legal and regulatory frameworks for intergovernmental relations, improved administrative capacity, and increased accountability of subnational governments and functionaries to higher levels of government and to local citizens- to assess the results of Bank support in these 20 cases. To examine potential lessons at a sectoral level, the evaluation also assesses whether Bank support for decentralization improved intermediate outcomes for service delivery in the education sector in 6 of the 20 countries.

The Routledge Handbook of Local Elections and Voting in Europe

The Routledge Handbook of Local Elections and Voting in Europe PDF Author: Adam Gendźwiłł
Publisher: Routledge
ISBN: 1000531228
Category : Political Science
Languages : en
Pages : 620

Book Description
The Routledge Handbook of Local Elections and Voting in Europe represents the standard reference text and practical resource for everybody who analyzes issues such as local electoral systems, voting behavior, or political representation in Europe. It provides comprehensive and expert coverage of 40 European countries – organized along the respective local state traditions – and in addressing a wide range of important questions related to local elections and voting, it broadens the scope of existing analyses quantitatively as well as qualitatively. Finally, it affords a more theoretically grounded typology of local elections and voting. Each country chapter is written by a leading expert and follows a rigorous conceptual framework for cross-national comparisons, providing an overview of the local government system, details on the place of local elections within the multilevel political system, specific features of the electoral system, analysis of the main electoral outcomes in recent decades, and, finally, reflective discussion. Representative democracy is as widespread at the local as at the national level, and as the significance of local authorities in Europe has increased in recent decades, local elections represent a crucial area of study. The Routledge Handbook of Local Elections and Voting in Europe is an authoritative and essential reference text for scholars and students interested in local electoral politics and, more broadly, European studies, public administration, and political science.

Better Cities, Better World

Better Cities, Better World PDF Author: Catherine Farvacque-Vitkovic
Publisher: World Bank Publications
ISBN: 146481337X
Category : Political Science
Languages : en
Pages : 483

Book Description
The planet is becoming increasingly urban. In many ways, the urbanization wave and the unprecedented urban growth of the past 20 years have created a sense of urgency and an impetus for change. Some 54 percent of the world population—3.9 billion people—lives in urban areas today; thus, it has become clear that “business as usual†? is no longer possible. This new configuration places great expectations on local governments. While central governments are subject to instability and political changes, local governments are seen as more inclined to stay the course. Because they are closer to the people, the voice of the people is more clearly heard for a truly democratic debate over the choice of neighborhood investments and city-wide policies and programs, as well as the decision process on the use of public funds and taxpayers’ money. In a context of skewed financial resources and complex urban challenges—which range from the provision of basic traditional municipal services to the “newer†? agenda of social inclusion, economic development, city branding, emergency response, smart technologies, and green investment—more cities are searching for more effective and innovative ways to deal with new and old problems. Better Cities, Better World: A Handbook on Local Governments Self-Assessments is at the heart of this debate. It recognizes the complex past, current, and future challenges that cities face and outlines a bottom-line, no-nonsense framework for data-based policy dialogue and action; a common language that, for the first time, helps connect the dots between public investments programming (Urban Audit/Self-Assessment) and financing (Municipal Finances Self-Assessment). It helps address two key questions, too often bypassed when it comes to municipal infrastructure and services financing: Are we doing the right things? Are we doing things right? Better Cities, Better World: A Handbook on Local Governments Self-Assessments offers a bit of everything for everyone. • Central governments will be attracted by the purposefulness and clarity of these tools, their impact on local government capacity and performance building, and how they improve the implementation of transformative actions for policy change. • City leaders and policy makers will find the sections on objectives and content instructive and informative, with each issue placed in its context, and strong connections between data and municipal action. • Municipal staff in charge of day-to-day management will find that the sections on tasks and the detailed step-by-step walk through the process give them the pragmatic knowhow that they need. • Cities’ partners—such as bilateral and multilateral agencies, banks and funds, utility companies, civil society, and private operators—will find the foundations for more effective collaborative partnerships.
