Hashtag campaigns on social media enable users to express their sentiments on various issues and mobilize people to be part of a movement or cause; they have been used effectively by disenfranchised members of society against powerful elites. While some are of the opinion that online campaigns are ineffective due to “slacktivism”, such campaigns can spill over to offline protests, especially if there are strong emotions such as anger, or a sense of injustice, or social deprivation, spurring people on. The earlier hashtag campaigns in Malaysia—#AntaraDuaDarjat (#BetweenTwoStatus) and #DengkiKe (#AreYouJealous)—were expressions of unhappiness over perceived double standards in the enforcement of COVID-19 public safety protocols. Later hashtag campaigns such as #KerajaanGagal (#FailedGovernment), #KerajaanZalim (#CruelGovernment), and #KerajaanPembunuh (#MurdererGovernment) became increasingly negative as public disenchantment grew due to the government’s weak handling of the pandemic and the consequent economic fallout. Public frustration that manifested itself in the #BenderaHitam (#BlackFlag) and #Lawan (#Protest) movements soon transitioned into offline campaigns and protests against the government. Apart from political hashtag campaigns, there were also welfare movements such as #KitaJagaKita (#WeTakeCareOfOurselves), #BenderaPutih (#WhiteFlag), and #RakyatJagaRakyat (#CitizensTakeCareOfCitizens), which enabled Malaysians to help the less fortunate affected financially by the COVID-19 lockdowns, by rendering food aid and other assistance. A key conclusion of this study is that online hashtag campaigns have served as an early warning of trending public sentiment. They also have the potential to hype up emotions online and subsequently galvanize support for offline campaigns and protests. As #Lawan and #BenderaHitam showed, these can have direct political outcomes.

Malaysia was initially lauded for its ability to combat the first few waves of COVID-19 but infection spikes since the Sabah state elections in September 2020 and subsequent exponential increases in both infections and deaths in 2021 left the nation reeling. Nationwide vaccination is seen as the only way out of the pandemic. Malaysia’s COVID-19 communication strategy was hampered by political machinations and myriad changes in government. The need to shore up favour among the electorate resulted in inconsistent messaging and regular U-turns whenever there was public outrage at arbitrary restrictions. Under the current regime, claims to more accessible data have been disputed and doubts have surfaced over data transparency and accuracy. There is an urgent need to ensure convincingly reliable information, as well as to use more engaging messaging on more suitable media. A holistic and effective COVID-19 communication strategy should adopt principles from several communication approaches, resulting in messages that are clear, simple and accessible as well as consistent and credible. Audiences should be segmented so that messages can be better tailored to their needs, with adequate information on the necessary steps to prevent infection and spread. Fake news, misinformation, and disinformation should be constantly tackled and debunked. The Gerai OA and OA Lindungi Komuniti Facebook pages are outstanding examples of grassroots information dissemination channels that effectively provide fact-checked, coherent and accessible information to local communities in languages and on media best-suited to their audiences.

Besides being one of the countries most severely affected by the COVID-19 pandemic, Indonesia also experienced a severe “infodemic”: an overabundance of contradictory information—including misinformation and disinformation—on COVID-19. This infodemic hampered pandemic mitigation efforts, resulting in non-compliance with public health measures and delays to the national vaccination programme in the first six months of the pandemic due to widespread vaccine hesitancy or vaccine refusal. Furthermore, it fomented public distrust of the government and other institutions. On Indonesian social media, this infodemic engendered a peculiar type of hybrid narrative, combining global conspiracy theories with local moral economies and religious sentiments. Religious micro-influencers were particularly influential in spreading the narrative that the government’s COVID-19 policies could not be trusted, and that COVID-19 vaccines were dangerous and haram. Such posts were often removed in line with the social media platforms’ policies to combat false information on COVID-19, and the individuals who created such content risked prosecution in line with the government’s punitive approach to “hoaxes”. However, this did not lessen the prevalence of anti-vaccine narratives, nor did it mitigate public distrust of the government. The government also contributed to the spiral of distrust through its inconsistent policies, lack of transparency, and mixed messages. Especially in the pandemic’s early phases, government officials themselves were found spreading misleading information, first to downplay the severity and risk of COVID-19 in order to avoid social unrest, and subsequently to push for a quick reopening of the economy. In prioritizing the economy over public health, considerable resources were spent on influence campaigns to persuade the public to continue business as normal. The influence campaigns appeared to succeed in persuading people to return to work and to get vaccinated eventually. However, public distrust remained and was easily reactivated on social media in response to inconsistencies and double standards in the government’s enforcement of COVID-19 restrictions.

Over the last decade, the helter-skelter growth of social media has bred new popular actors in Vietnamese cybersphere, who are deeply nationalistic but who pursue entirely different political and social agendas. In sum, they give rise to a new nationalistic narrative, one that paints the Vietnam Communist Party as being often too meek and subservient to China, and calls for drastic reforms to the political system--regime change not excluded--to deal with Chinese threats. An examination of prominent cases of online Vietnamese nationalism shows that anti-China sentiments have been a recurrent theme and a consistent trigger. Manifestations of online nationalism, especially those centred on anti-China and sovereignty issues, may hold serious consequences, including violence and deadly riots. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The Covid-19 pandemic caused major disruptions to education around the world. Since the World Health Organization declared a pandemic on March 11, 2020, most students on the planet were affected by the interruption of in-person schooling. To mitigate the educational loss such interruption would cause, education authorities the world over created a variety of alternative mechanisms of education delivery. They did so quickly and with insufficient knowledge about what would work well, for which children, and for what aspects of the schooling experience.Having to create such alternative arrangements in short order was the ultimate adaptive leadership challenge, one for which no playbook existed, one for which solutions would have to be invented, rather than drawn from existing technical knowledge. The nature of the challenge differed across the world and regions, and it differed also within countries as a function of the differential public health and economic impact of the pandemic on communities, and of variations in institutional and financial resources available to redress such impact, including availability of digital infrastructure and previous knowledge and experience of teachers and students with digi-pedagogies and other resources to create alternative education delivery systems.Sustaining educational opportunities amidst these challenges created by the pandemic was an example of adaptive education response not to a unique unexpected challenge but to one in a larger class of problems, just one of the many adaptive conundrums facing communities and societies. Beyond the challenges resulting from the pandemic, other complications of that sort predating the pandemic included those resulting from poverty, inequality, social inclusion, governance, climate change, among others. In some ways, the pandemic served as an accelerant for some of those, augmenting their impact or underscoring the urgency of addressing them. Adaptive puzzles of this sort, including pandemics, are likely to continue to impact education systems in the foreseeable future. This makes it necessary to strengthen the capacity of education systems to respond to them.Reimagining education systems so they are resilient in the face of adaptive challenges is an opportunity to mobilize new talent and institutional resources. Partnerships between school systems and universities can contribute to those reimagined and more resilient systems, they can enhance the institutional capacity of education systems to devise solutions and to implement them. Such partnerships are also an opportunity for universities to be more deliberate in integrating their three core functions of research, teaching and outreach in service of addressing significant social challenges in a context in rapid flux.In this book we present the results of one approach to produce the integration between research, teaching and outreach just described, resulting from engaging graduate students in collaborations with school systems for the purpose of helping identify ways to sustain educational opportunity during the disruption caused by the pandemic. This activity engaged our students in research and analysis, contributing to their education, and it engaged them in service to society. The book examines what happened to educational opportunity during the Covid-19 pandemic in Bangladesh, Belize, the municipality of Santa Ana in Costa Rica, Guatemala, Kenya, in the States of Sinaloa and Quintana Roo in Mexico, South Africa, United Arab Emirates, and in the United States in Richardson Independent School District in Texas.
