Limited access to water is a key reason why millions of poor farmers struggle to grow enough food and marketable crops to improve their lives. Public sector agencies, civil society organizations and donors seeking to improve small-scale farmers’ access to water resources face limited data on the location and accessibility of water resources. This paper addresses this gap by providing a tested method to assess water resources that small-scale farmers can access affordably and sustainably. This paper also supports the selection of appropriate water access and application technologies for available water resources. The method described is rapid and relatively inexpensive; it uses a phased approach to assess a broad-scale area (e.g., a country or region); and then gathers more information in locations that have higher potential for affordable water access by small-scale farmers.

In the year 2000, the United Nations established a Millennium Development Goal to halve the number of people that are unable to reach or afford a safe water supply by 2015. Recent statistics on water and sanitation do not provide specific evidence regarding the quality of water being provided to communities, households and institutions, therefor the 'safety' of the drinking water supply can only be inferred. There is, therefor, an urgent need to obtain independently verifiable water quality data to support national governments in their effort to provide safe water to households. Such data provides useful information regarding current conditions and the likely public health burden related to inadequate and unsafe water supply. At the same time this data will determine the extent of major water quality problems and provide an indication of future investment priorities. In order to address the water quality issue in a more comprehensive manner, the development of rapid assessment methods for water quality assessment using low-cost, field-based techniques has been identified as important. This handbook provides information on how rapid assessments of water quality can be undertaken using statistically valid approaches to survey design; the selection of parameters and appropriate analytical techniques; development and application of inspection and risk assessment methodologies; and, analysis and reporting of the assessment data. This handbook should prove of value to staff of governments and development partners in undertaking assessment and interpreting the information generated.

In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
