This book opens up the discussion of the interrelation between terrorism studies, and peace and conflict studies. The aim is to examine the instances and circumstances under which both fields can benefit from each other. Even though it is often accepted that terrorism is a form of political violence, it is also quite frequent that research on the topic is dismissed when it is approached with conflict analysis frames. More importantly, policy approaches continue to inhibit, obstruct and reject frameworks that are concerned with the transformation and resolution of terrorist conflicts – partly because they see the state as the ultimate referent object to be secured. At the same time, peace and conflict studies seem to be excessively focused on problem-solving approaches, which overemphasise the role of parity during negotiations and misdiagnose the distribution of power both within conflicts as well as within conflict management, resolution and/or transformation approaches. This book was published as a special issue of Critical Studies on Terrorism.

This book examines potential synergies between the fields of Terrorism Studies and Peace and Conflict Studies. In the last decades, violent non-state actors (VNSAs) such as rebel and terrorist organizations have proved their capacity to break international law. The international community, particularly the United Nations (UN), has reacted to this development by redirecting its conflict resolution efforts to these non-state entities. This has turned targeted sanctions into one of the most vital and indispensable foreign policy tools available to the UN Security Council in combating terrorism and contributing to the peaceful resolution of (intra-state) conflicts. Despite the UN Security Council’s growing tendency to sanction VNSAs, there has been little research analyzing the effects of UN targeted sanctions on these non-government actors. This book seeks to fill this gap and shifts the focus on non-state actors by ascertaining the general mechanisms through and conditions under which UN targeted sanctions imposed on VNSAs tend to be effective. The tripartite empirical analysis combining quantitative and qualitative research methods demonstrates that the state-centric understanding of how sanctions work is not simply applicable to the effective sanctioning of violent non-state actors such as rebel and terrorist movements.

This book offers a theory and model of counterterrorism based on emancipation and non-violence. Critical Terrorism Studies (CTS) scholars have produced wide-ranging and rich critiques of terrorism-related research, as well as state counterterrorism policies and practices. This work aims to fill in a gap in the current literature by constructing an original and specifically CTS model of counterterrorism. The model outlines the basic assumptions, priorities, principles, strategies and tactics, measures and evaluation of counterterrorism. It challenges prevalent models of counterterrorism through a radical rethinking of the ontology, epistemology and the agenda of counterterrorism. The model aims to prevent future acts of terrorism by (1) re-conceptualising how we study and understand terrorism, and; (2) suggesting that our efforts to counter and prevent terrorism must commensurate with the goals we want to achieve. Essentially, this involves a commitment to emancipation, and a rejection of violence as a tool. The second part of the book is a case study of Norwegian counterterrorism which shows how the theory and model developed in the book can be used. This is the first substantial analysis of Norwegian counterterrorism in almost ten years, and produces encouraging findings which support the potential for non-violent solutions to terrorism. Reconciliation after Terrorism brings together scholars from the hitherto disparate fields of terrorism and reconciliation studies, in order to examine whether reconciliation is a possible strategy for dealing with and ending a terrorist conflict. Although terrorist activities often play a role in situations of conflict and transition, terrorists are generally not taken into consideration as active participants by researchers and practitioners. In some cases, the terrorists turn into political actors during the reconciliation process and their past is not an issue anymore, as it was the case with the ANC in South Africa. This book examines the notion of reconciliation with terrorists from a theoretical and empirical perspective. The notion of engagement and reconciliation with terrorist groups is generally seen as problematic, if not impossible. This is somewhat surprising, given that the idea of societal reconciliation has become a common response to state terror- although not usually in situations of conflict with sub-state terrorist actors. Similar to state terror, sub-state terrorism is a sign of a deep societal rift which reconciliation measures may help to overcome.
