Gebhardts konzeptionelle Überlegungen vereinigen eine kritische Rezeption der klassischen politischen Philosophie mit Gedanken zum Entwurf einer politischen Symboltheorie und mit Ansätzen einer interzivilisatorisch vergleichenden politischen Kulturforschung. Die einzelnen Aufsätze ergänzen sich zu der Grundlegung einer eigenständigen »empirisch-hermeneutischen Theorie des Politischen«, die Gebhardt in ihrer vorläufig letzten Form in einem Aufsatz von 1999 formuliert.Im zweiten Teil des Bandes sind eine Reihe von ideengeschichtlichen Studien zusammengestellt.
