This book seeks to examine the impacts associated with China’s carbon-energy policy in Asia and how, coupled with the Belt and Road Initiative, these effects prompt foreign direct investments in coal power and exports of renewable energy technologies. China shows a co-evolution of carbon-energy policy and energy transitions from coal to renewables. Assessing how the policy intensifies pressures and motivations to Chinese companies, chapters in this edited volume analyse how the policy has changed energy and CO2 emissions in Asia through the lens of carbon leakage, relocation, and halos. In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.
