In this article we approach the functioning of bureaucracy in European Security and Defence Policy (ESDP) from a governance perspective that also focuses on informal patterns of interaction between the relevant bureaucratic actors. Following the governance and related network governance approaches, the interplay between formal and informal patterns of interaction can help to overcome deadlock in policy-making and to procure effective problem-solving. This perspective is applied to security sector reform (SSR) in the Democratic Republic of Congo (DRC). SSR is one of the major emerging fields of activity within the civilian crisis management dimension of ESDP, that also in the DRC became a focal point in the EU's new security and defence policy since its inception. However, as the EU involvement in the Congolese security sector reform policies illustrates, coordination and negotiation among European actors to overcome deadlock and produce effective problem-solving is not self-evident or even desirable for all actors. In the case of the EU's SSR policies in Congo, coordination indeed occurs between the actors that are dependent upon each other in terms of resources and have the willingness to jointly tackle the problems related to the SSR in the DRC. However, it is also often undermined by actors that prefer to engage bilaterally because they possess the resources to do so and the personal relationships with the Congolese authorities to act more efficiently and effectively.

While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. The Democratic Republic of the Congo is one of the main beneficiaries of EU support, with about 1.9 billion euro of assistance provided between 2003 and 2011. In this report, the European Court of Auditors assessed if the Commission and the EEAS managed effectively EU support for governance and whether this support achieved its planned results. It focused on key areas of governance: the electoral process, justice and police, public finance management reforms and the decentralisation process. It concludes that EU support has been set within a generally sound cooperation strategy, addressing main needs, but progress has been slow, uneven and overall limited. Sustainability was an unrealistic prospect for most projects examined. This was in part due to the fragile country context but also due to shortcomings in the way in which the Commission and the EEAS have managed their cooperation with the DRC. -- EU Bookshop.

More often than not Security Sector Reform (SSR) takes place against many odds, in barely enabling political, security, economic and social environments. Such difficult contexts may be characterised by widespread corruption, ongoing violence, imprecise, open-ended or non-inclusive peace agreements and post-conflict architectures, lack of resources, 'stolen' or impending elections or referenda - all circumstances that stand in the way of full-fledged, holistic and sustainable SSR efforts. Following an overview of 'ideal' SSR requirements, contrasted with typical obstacles inhibiting SSR efforts, the main body of this volume offers evidence-based analyses of positive and negative SSR records in barely enabling environments, drawing on the experiences of specific national and international SSR programmes and experiences in Africa, the Americas, Asia and Europe. Lessons learned from these experiences are intended to feed into theoretical re-thinking of SSR policy frameworks as well as to help practitioners in designing and implementing effective and sustainable SSR in challenging environments.
