Each phase of Arab-Israeli peacemaking has been inordinately difficult in its own right, and every critical juncture and decision point in the long process has been shaped by U.S. politics and the U.S. leaders of the moment. The Peace Puzzle tracks the American determination to articulate policy, develop strategy and tactics, and see through negotiations to agreements on an issue that has been of singular importance to U.S. interests for more than forty years. In 2006, the authors of The Peace Puzzle formed the Study Group on Arab-Israeli Peacemaking, a project supported by the United States Institute of Peace, to develop a set of "best practices" for American diplomacy. The Study Group conducted in-depth interviews with more than 120 policymakers, diplomats, academics, and civil society figures and developed performance assessments of the various U.S. administrations of the post–Cold War period. This historical study of international Middle East politics in regional perspective presents a comprehensive analysis of the interplay between inter-Arab politics and the conflict with Israel—the two key issues which have shaped the Middle East contemporary history (and made it simultaneously tumultuous and a focus of international affairs). The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.

A Palestinian state alongside a secure Israel is the sine qua non of a stable peace between Arabs and Israelis, and at this late date would realize a modicum of the Palestinians' moral and legal territorial rights (roughly equal to those of the Jews/Israelis), and a long-standing aspiration for self-determination. A defense of the "two-state" option, and a qualified defense of the Oslo Accords against Islamist and radical Jewish rejectionist critics is therefore offered. Besides satisfying Palestinian aspirations, Palestinian statehood would help open the way to a comprehensive peace between the Arabs and Israel, through a just, negotiated settlement of the Syrian/Lebanese-Israeli territorial disputes. A comprehensive peace, in turn, should stimulate economic and cultural cooperation between Israel and the Arab countries (the "peace dividend"), lending it additional strength. Increased stability should also result from the hoped-for liberalization and democratization of the region's Arab regimes.

From 1948 to 1973, Arabs and Israelis engaged in four great wars with heavy casualties on both sides. The United States of America has deployed enormous resources as peace broker in this conflict partly because of its special relationship to Israel and partly because of its economic and strategic interests in the Middle East. Successive American administrations have maintained the tradition of mediation, but the most genuine commitment was made by the Clinton administration, culminating in the signing of the Wye River Memorandum in 1998. This mediation effort notwithstanding, peace between the Israelis and Palestinians is still an imaginary luxury and violence remains the order of the day between the two peoples. The paper recommends the US to adopt neutrality as mediator, proceed to the creation of a viable Palestinian state and press for the enforcement of previous agreements that will allow for the safe return of refugees, promote apology and reconciliation between Arabs and Jews and encourage shared responsibility over Jerusalem. Rational choice is used to analyse US policy choices, whereas the theory of Prisoner’s Dilemma Game is used to analyse Israeli-Palestinian choice of partner.
