In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. How severe a problem is what many call the 'democratic deficit' of the European Union? Despite a voluminous theoretical literature dealing with this question, there is hardly any systematic empirical investigation of the effectiveness of the system of political representation in the EU and ofthe legitimacy beliefs of EU citizens that spring from it.This volume elaborates a conceptual framework for the empirical analysis of the alleged democratic deficit. Four dimensions of legitimacy beliefs are identified and analysed: the European political community, the scope of EU government, the institutions and processes of EU government, and EUpolicies.Based upon large-scale representative surveys among the mass publics, and different strata of the political elite of the EU and its member-states, the book examines the conditions of political representation in the EU. The results demonstrate, by and large, that legitimacy beliefs of EU citizensare the more positive, the less specific the object of identification and evaluations is; and that the process of political representation works pretty well as long as issues other than European Union issues are concerned. These findings are finally discussed in view of familiar strategies forinstitutional reform of the European Union.

It is observed, whether party cohesion as a form of legislative behaviour, influences the degree of citizens’ subjective perceptions of an adequate political representation. High levels of party cohesion are expected to create individual impressions of an adequate political representation. To test this theory, I generated a roll-call votes dataset to measure party cohesion since 2017. Together with the latest version of the Eurobarometer dataset of 2018, I observe the subjective level of political representation. The empirical analysis through an ordered logistic regression shows that the hypothesis can cautiously be confirmed, meaning that higher levels of party cohesiveness are associated with higher degrees of subjective political representation.

This book provides an original argument that rejects the idea of national MPs having but one ‘standard’ mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs’ parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.
