In the early 1970s ‘baby battering’ accounted for an estimated 700 child deaths a year in Britain, while a further 4-5,000 children were seriously injured – all this in spite of the knowledge gained from the research done both in Britain and in the United States. How could such tragedies be prevented? What is known about the parents, the family patterns and social situations that gave rise to baby battering? Originally published in 1974, Jean Renvoize had spent two years interviewing the battering parents themselves, as well as social workers, doctors, the police and psychiatrists. The special virtue of Children in Danger was that, apart from being the first fully-researched book on the subject, the author was able to look at baby battering as an outsider, seeing the picture as a whole. Her overwhelming impression is that although lip-service was paid to the idea of cooperation between all professionals working in the field, the truth was that too frequently a deep distrust existed between them, particularly between social workers and the police. The result of this distrust was that every year thousands of children fell through the social welfare net with tragic results. The taped stories of several battering parents, which illustrate how narrow the line is between necessary discipline and near-cruelty, between extreme exasperation and uncontrolled attack, are a moving and illuminating feature of the book. By exploring how children and their families became unprecedented objects of governmental policy in the early decades of France's Third Republic, Sylvia Schafer offers a fresh perspective on the self-fashioning of a new governmental order. In the aftermath of the Franco-Prussian War, social reformers claimed that children were increasingly the victims of their parents' immorality. Schafer examines how government officials codified these claims in the period between 1871 and 1914 and made the moral status of the family the focus of new kinds of legislative, juridical, and administrative action. Although the debate on moral danger in the family helped to articulate the young republic's claim to moral authority in the metaphors of parenthood, the definition of "moral endangerment" remained ambiguous. Schafer shows how public authorities reshaped their agenda and varied their remedies as their schemes for protecting morally endangered children broke down under the enduring weight of this ambiguity. This report presents findings of an inquiry into the educational needs of children prenatally exposed to drugs and covers: (1) the extent of the problem, (2) negative effects of prenatal drug exposure on a child's educational potential, (3) typical behaviors and learning deficits of such children, and (4) characteristics of successful early childhood programs for this population. The report also contains profiles of eight programs specifically designed to educate children prenatally exposed to drugs or experiencing psychosocial traumas. Programs are located in the District of Columbia, Los Angeles (California), St. Petersburg (Florida), Tampa (Florida), New York City, Chicago (Illinois) and Palo Alto (California).
